Broker, dealer license and trust management
We prepare companies to obtain a professional securities-market participant license. Licensing and supervision are handled by the Financial Supervision Service — the Financial Market Regulation and Supervision Service under the Ministry of Economy and Commerce of the KR.
Broker license
Executing securities transactions on behalf of and for the account of a client.
Dealer license
Securities transactions in one's own name and for one's own account, with publicly announced prices.
Trust management
Managing clients' securities and funds in their interest.
What preparation includes
- Assessing the business model and choosing the license type(s)
- Registering or bringing the legal entity into compliance
- Selecting and certifying qualified specialists
- Building up own capital to the Financial Supervision Service's requirements
- Internal regulations, a risk-management system and AML/CFT
- Preparing the document package and filing with the Financial Supervision Service
- Support up to obtaining the license and launching operations
Applicant requirements
- A legal entity registered in the Kyrgyz Republic
- Own capital not below the Financial Supervision Service's threshold for the activity type
- Qualified specialists with certificates of the established form
- An internal control and operations-accounting system
- AML/CFT policies and procedures
Foreign participation is permitted on general terms in accordance with KR law.

Exchange operator license (crypto exchanger).
Trading (crypto exchange)
Virtual-asset trading operator license.
Custody and transfers
Custodial services and digital-asset transfers.
Mining
Virtual-asset mining activity.
Issuance and placement
Token issuance and ICOs.
Other VASP services
Other services for virtual-asset circulation.
Applicant requirements
- A legal entity with registration and a legal address in Kyrgyzstan
- An account with a bank of the Kyrgyz Republic
- Hosting the platform and servers within the KR
- Internal control and cybersecurity systems
- AML/KYC policies and procedures
Charter capital
Timelines: document preparation — about 3 months, application review — up to 1 month. The license is issued for an indefinite term.
